Fix Volunteer Question Copying When Renewing Events

When renewing an event, volunteer questions are mistakenly copied to the runner registration side and removed from the volunteer section. This requires race directors to manually delete and recreate the questions in the correct place. Ideally, questions should stay in their original context (runner or volunteer) and appear exactly as they did the previous year to save time and prevent errors.
