More Flexible Registration Settings for Race Directors

Race directors should have more control over basic registration settings without needing assistance from UltraSignup staff. Common examples include:

Adding more than two price increases

Editing the display text for distances or price options

Adjusting the participant-paid portion of processing fees

Making these settings editable directly in the RD dashboard would save time and reduce back-and-forth support.
