Customize SPOT Cutoff

Currently RDs can only decide whether to allow SPOT insurance or not for an event. SPOT insurance will reimburse runners 80% of costs up to 24 hours before the event for any reason.

As an RD, I would like to customize the cutoff for SPOT insurance for an event, because it can be difficult to get a replacement runner with only 24 hour notice. Being able to choose between 24 hours, 48 hours, or 7 days would provide race flexiblity and enable more runners to participate in the event.
