Urgent: Proper handling of minor registration and consent

Minors should not be able to register for races without a parent providing consent and waiver acknowledgement. This should work similar to runsignup where minors are sub accounts and parents register them for events. Allowing the parents to sign the waiver for them. RDs should also be able to set a minimum registration age if they do not want to allow minors.

Today RDs are having to chase down the additional consent through painful workarounds, putting RDs at risk for additional liability.

I agree I prefer the set up at run sign up. Minors often don’t have their own emails and it creates chaos when managing multiple minors especially.
